University of Montenegro (UCG)

Established in 1974, the University of Montenegro (Univerzitet Crne Gore - UCG) is the oldest and only state university in the country. Undergraduate education is tuition-free under the Bologna process, but all courses are taught in the Montenegrin language.

State University Options

The University of Montenegro (UCG) offers education with 19 faculties in cities including Podgorica, Kotor, Nikšić, and Bar. It is a good alternative for students with limited budgets who want to study after receiving Montenegrin preparatory language training.

Is the ASU (Arizona State University) brand officially featured on UDG diplomas?

Yes, UDG transcripts and diplomas officially feature the statement "Powered by ASU". In addition, students who complete double degree programs receive a diploma directly from Arizona State University located in the USA. This strategic academic partnership between UDG and ASU is officially declared (see the official partnership announcement). These graduates are eligible to obtain a standard Arizona State University diploma. However, the equivalence and recognition processes of these degrees in Turkey are subject to the current regulations of the Higher Education Council (YÖK). YÖK makes its final decision based on individual portfolio evaluations, particularly for distance or hybrid models.

Are double degree students required to take the university entrance exam? How is equivalence obtained?

No. Under the current regulations of the Higher Education Council (YÖK), students graduating from universities ranked in the top 400 globally (ASU is 173rd) are exempt from local university entrance exams and threshold score conditions under specific terms (Subject to current YÖK regulations. Last Checked: July 2026). UDG is officially listed among the universities recognized by YÖK. You can check the e-Devlet verifiable current YÖK School Recognition Document here. Students who complete the ASU double degree program can apply for equivalence in Turkey; however, the final equivalence decision is made by YÖK based on transcript details and credit compatibility through individual evaluation.

Montenegro is not an EU member yet, does this affect the validity of the diploma in Europe?

No. Montenegro is a full member of the Bologna Process and the European Higher Education Area. Thanks to the English Diploma Supplement automatically and free of charge given to UDG graduates, all ECTS credits and degrees obtained have direct academic and legal validity in all EU countries, including Germany, the Netherlands, and Sweden. Furthermore, Montenegro is expected to become a full EU member by 2028.

Is the English preparatory class mandatory? What are the exemption requirements?

English preparatory class is mandatory in departments where the language of instruction is English. However, if the student has an internationally valid exam score such as TOEFL (min 80) or IELTS (min 6.5), or successfully passes the English exemption exam held by UDG at the beginning of the semester, they can start directly from the 1st grade. Preparatory education is provided at the foreign language center within UDG under the guidance of native English instructors.

Is there a legal work permit while being a student in Montenegro?

Yes, according to Montenegro laws, international students have the right to work part-time (20 hours per week) during their education. There are extensive job opportunities especially during the tourism season in 5-star hotels on the coastline (Budva, Kotor, Tivat), local businesses, and the IT sector.

Is it difficult to get Boravak (Residence Permit)? Does HIAKOS provide support in this regard?
